About the Director


After years creating content for Turner Broadcasting, including projects with Funny Or Die, Adult Swim, and collaborations connected to Comedy Central, filmmaker Bill Doty packed up, moved to Tulsa, and came to make movies and chew gum. And he’s all out of chewing gum. Since arriving in Oklahoma in 2024, he’s produced multiple feature films and shorts through PowDot Studios while helping grow Tulsa’s indie film scene as co-founder of The Tulsa Underground Film Festival and the monthly Pitch and Pour filmmaker meetup. His work blends comedy, horror, and offbeat storytelling with a deep love for truly independent filmmaking.


Director's Statement

When The Rain Comes is a film about family, loss, forgiveness, and the complicated relationships we have with the places that shape us. While the story is set against the backdrop of rural America, this film could only have been made the way it was because of Tulsa, Oklahoma.
I've spent much of my career making films in different parts of the country, but after moving to Oklahoma, I discovered something special. There is a spirit here that embraces filmmaking in a way I've rarely experienced. The talent is exceptional, the resources are abundant, and perhaps most importantly, the people genuinely want to help each other succeed.
This was one of the smallest budgets I've ever worked with, yet it became one of the most rewarding filmmaking experiences of my life. Every challenge was met by artists, crew members, actors, business owners, and community members who believed in what we were creating. Their generosity, passion, and willingness to collaborate elevated this project far beyond what our budget should have allowed.
I wrote this film with Oklahoma in mind and was fortunate enough to bring it to life here. The landscapes, the communities, and the people became as important to the film as any character on the page. What appears on screen is not simply a story about grief and healing. It is also a reflection of a place where independent filmmakers are empowered to dream bigger than their resources.
Tulsa continues to build something remarkable. There is a thriving creative community here proving that meaningful, cinematic storytelling does not have to come from traditional filmmaking centers. It can come from anywhere passionate people gather to tell stories together.
I moved to Oklahoma because I wanted to be part of that growth. When The Rain Comes is my love letter to the filmmakers, artists, and supporters who welcomed me into this community and helped make this film possible. I am deeply grateful for what we accomplished together, and even more excited about what we will create next.
